TOPIC: Collections - Perspectives from an IRS Collection Manager

Meeting Description: Your taxpayer has a tax liability but cannot pay it.  You now have a collections matter. Learn about the IRS collections process from  notices to enforcement actions and resolution options. When should a CDP hearing be requested vs. a CAP hearing? What is a partial pay installment agreement? What should I do to improve the acceptabiilty of my offer in compromise?  How do I to get a lien withdrawn? Understand how the IRS Collections Division is organized and how best to navigate the process on behalf  of your client. Get helpful hints to turn a potential collections nightmare into a collections success.

Chris started with the Internal Revenue Service in 1991 as a Revenue Officer for the Manhattan District Office. In 1994 Chris joined the Manhattan District’s centralized Offer in Compromise Group as a Specialist where he was responsible for reviewing Offers in Compromise submitted primarily on a Doubt as to Collectibility basis. In June of 1999 Chris became a Group Manager in charge of an Offer in Compromise Group in Mountainside, New Jersey. During this period the New Jersey District was centralizing their Offer in Compromise Program under one collection group; Chris’ responsibilities included the oversight of casework as well as assisting in the establishment of the program. Chris returned to the Collection General Program in August 2005 as a Supervisory Revenue Officer and continues in that role today. Chris is currently located in the Edison, NJ office and has oversight over six Revenue Officers working out of three different posts-of-duty who cover central and northern NJ, New York City, and Long Island.
