81st Annual Summer Conference Takes Place at The Crowne Plaza Resort in Lake Placid NY

Our 81st Annual Summer Training Conference was a great success thanks to our hosts, Essex County Sheriff Ernest Cutting and his wife Lauri Cutting, and to the beautiful Crown Plaza Resort and Golf Club in Lake Placid, NY and its wonderful staff. Sheriffs from around the state attended the program, which featured an information-packed agenda. Highlights included: 

  • Clinton County Sheriff David Favro
    addressed the Sheriffs in Executive Session  regarding the recent Adirondack manhunt   for two prison escapees .
  • Sam Bartolone, Producer with TNT's Cold Justice explained the objective of the television program and encouraged sheriffs to take advantage of the program's resources to help solve their difficult cases.
  • Sean Byrne, Executive Deputy Commissioner; and Dr. Charles Morgan, Medical Director, New York State Office of Alcoholism & Substance Abuse Service described new program of their agency to make Vivitrol available cost free to jails, to be administered to willing inmates prior to their release, sometimes as a condition of probation or release, to help them stay off drugs and alcohol. The drug, administered in once-a-month shots, prevents the recipient from feeling any "high" from key drugs or alcohol.
  • Mike Phillips, Enforcement and Removal Operations Field Office Director with Immigration and Customs Enforcement discussed with the group ICE's new Priority Enforcement Program (PEP) and asked for the Sheriffs' cooperation in this new effort to remove criminal illegal aliens.
  • Trooper Juanita Sales-Jackson, Military Liaison, discussed her work designing and implementing the State Police's Public Safety De-Escalation Tactics for Dealing With Military Veterans in Crisis (PSDTMVC).  Trooper Sales-Jackson, herself a member of the military,  offered to make her train-the-trainer program available to any interested Sheriffs' Office trainers.
  • Robert Maccarone, Director, NYS Division of Probation & Correctional Alternatives presented on both The Interstate Compact for Adult Offender Supervision and the Jail Based Cognitive Behavioral Program.
  • Timothy Ward, Northeast Director of Business Development for GTL discussed the Benefits of Partnering with a Full Payments Service Provider (eg. Bail, Trust, and Court Payments) over a Single Service Provider (eg. Trust).

Attendees also visited nearby Snowslip Farm for an excellent demonstration by Chris Irwin on Equine Assisted Personal Development and its applications for law enforcement, particularly in treating PTSD.

 

A good time was had by all, and those Sheriffs who were unable to attend were missed.  A major benefit of any of our conferences is the opportunity for Sheriffs to exchange experiences and ideas with other Sheriffs.  When any Sheriff does not attend it is a loss for that Sheriff and also a loss for all those who did attend.  We hope to see you ALL next year!!

 

Rockland County Sheriff Louis Falco III Receives Ellis Island Medal of Honor from National Coalition of Ethnic Organizations

Rockland County Sheriff Louis Falco III is presented the Ellis Island Medal of Honor from the National Coalition of Ethnic Organizations .

Rockland County Sheriff Louis Falco III was honored by the National Ethnic Coalition of Organizations (NECO) with the Ellis Island Medal of Honor at a ceremony on Ellis Island. The Ellis Island Medals of Honor are presented annually to American citizens who have distinguished themselves within their own ethnic groups while exemplifying the values of the American way of life and dedicating their lives to creating a better world for everyone. Sheriff Falco joins an impressive list of award recipients that includes six U.S. Presidents, Nobel Prize winners and leaders of industry, education, the arts, sports and government. Executive Committee Update
Oswego County Sheriff Moe Todd, Re-Elected Executive Committee Vice-Chairman

Eighteen Sheriffs and one Undersheriff attended a meeting of the Executive Committee recently held at the former Union Station in downtown Albany. Use of the alternate meeting site, arranged for by Sheriff Bud York, was necessitated by the fact that a Civil School was underway at our Elk Street offices. The meeting was chaired by our President Niagara County Sheriff Jim Voutour and our Executive Committee Chairman Genesee County Sheriff Gary Maha. We were pleased to have Monroe County Sheriff Patrick O'Flynn join us via our teleconference program, a service we hope to expand in the near future. At the meeting Oswego County Sheriff Reuel Todd was re-elected to the position of Vice-Chairman of the Executive Committee. Among the topics discussed by the group were: the spread to New York of the problem of  drivers' refusing to lower their window at DWI checkpoints; the need to institute medical co-pays for jail inmates; Sovereign Citizen issues; the rising incidence of citizens recording officers as they perform their duties; and State Police deployment matters.

 

Sheriffs Attend Joint Terrorism Task Force Briefing with FBI Director James Comey

Orange County Sheriff Carl DuBois and Putnam County Sheriff Donald Smith recently attended a Joint Terrorism Task Force Briefing in New York City with FBI Director James Comey.

Yates County Sheriff Ron Spike's Article Published in NYSAC News


 
An article by Yates County Sheriff Ron Spike, Sheriffs Marine Patrols Protect and Serve on the Water, was published in the Spring/Summer Issue of NYSAC News, the publication of the NYS Association of Counties. The article points our that "Sheriffs in 40 of the counties outside of New York City operate Marine Patrol Units on navigable waterways in their counties" and explains the close cooperative relationship between the Sheriffs and the Bureau of Marine Services of the NYSOPRHP. Please click here to read the full article.

 

Sullivan County Sheriff Michael Schiff Spearheads Drug Probe that Leads to Arrest of New York Heroin Ring

They and a fifth man, Deckson Holguin-Rosario (not in photo) were arrested and charged with running a major heroin supply chain as a result of Sheriff Schiff's investigation.
The New York Daily News reported recently that Sullivan County  Sheriff Michael Schiff angered by a jump in drug overdoses in his county, initiated a major drive to put the drug dealers in his county out of business. The investigation led to the arrest of five men and the seizure of $5 million in drugs.  Click here to read the full story in the New York Daily News.

Orleans County Sheriff's Deputy Recognized as Safariland SAVE #1,912

Orleans County Sheriff's Deputy James A. DeFilipps was inducted into the "Safariland Group Saves Club" which recognizes individuals who, during the line of duty, experienced a life-threatening incident where their body armor made by The Safariland Group contributed to saving their lives.

 

Deputy DeFilipps was recognized for an incident that occurred on March 21st, 2015, shortly after 3:00 A.M. Deputy DeFilipps was confronted by an armed suspect who shot DeFilipps twice with a .45 caliber handgun, both rounds striking him in his torso which was protected by his bulletproof vest. Deputy DeFilipps returned fire killing the suspect. Stacey Petyak with the Safariland Group and Josh Muskat with United Uniform Company presented Deputy DeFilipps with a plaque recognizing him as Save #1,912.
