SB 1090 modifies the ban on project labor agreements in public works construction.  It adds further language that prohibits public agencies from requiring a "neutrality agreement" from a contractor as a condition to a contract.  Neutrality agreements prohibit a contractor from resisting a union organizing effort at any location, including projects for other entities.

SB 1090 also prohibits the use of government approved apprenticeship programs as a condition of doing work for an agency.

The bill passed the House and Senate and mostly party lines; Republicans in support and Democrats in opposition.
