It is important that we challenge the redistricting attempts by state lawmakers that set out legislative and congressional districts in which lawmakers "choose their voters rather than voters choosing their lawmakers."

I will be joining several other Mayors and their municipalities on an amicus brief (a court document filed by some one not directly related to a case under consideration) filing for September 2015 that urges the Supreme Court not to permit state legislative districts to be drawn based on registered voters as opposed to general population count. I strongly oppose legislative redistricting based on registered voters and believe this to be harmful to cities and urban centers.  

Below is an excerpt from the summary of this amicus brief:

"The issue - why cities should care
In Evenwel v. Texas, the Supreme Court will decide whether the "one-person, one-vote" principle of the Equal Protection Clause of the Fourteenth Amendment requires that State legislative districts be created based on the number of voters, excluding non-voting foreign-born immigrants and children, rather than the total number of persons in the district.  We are organizing a group of cities to submit an amicus brief in support of using total population and in opposition to using voters. 

No state draws state districts based only on voters. Forty-five states use total population for purposes of districting (five states define "residents" somewhat more narrowly than total population).   This reflects the principle that legislators represent everyone in their districts, not just the voters.  No court has ever endorsed the argument that counting voters alone is the proper constitutional standard for districting.  Rather, the only courts that have ruled on the issue have held that use of total population for districting purposes is entirely permissible. 

A win for Evenwel would require redistricting the legislatures of all 50 states and also all local legislative bodies that are based on total population.  It would hurt particularly cities and large urban areas that have large populations of foreign born immigrants not yet eligible to vote, who would be excluded from their population base in determining their representatives. "

Plainfield Youth Seize Summer Work Opportunities 

Our City Hall environment permeated with the energy and liveliness of 200 Plainfield teenagers who participated in the Youth Seize Summer Work Program.  The objective of the program is to expose the teens to the world of work, career interests, financial literacy, positive work habits and skills, while providing supplemental income for families. I am proud of our youth who worked hard, gained invaluable experience, and established professional connections.  We look forward to next year's Youth Employment Program and other youth initiatives.
 
911 Day of Remembrance
This coming Friday, September 11, the nation will pause to remember one of the darkest days in our history and the many lives that were lost as a result of the terror that descended on us that day. We call all on all Americans to take some time out to remember the thousands who were killed on that fateful day.  

Please join us on the steps of City Hall as we remember, and to unite with rest the nation.  And also, to let this tragedy serve as a reminder that all life is precious as is our freedoms that protect it.

 
 
Sri Sri Radha Krishna Temple and Cultural Center
On Saturday, August 29, 2015, I attended the grand opening of the Sri Sri Krishna Temple and Cultural Center at 1020 West 7th Street.  There was a beautiful festival named the Balarama Purnima .  Plainfield is rich in culture and diversity and is something we should all celebrate.  I welcome the  Krishna Temple and Cultural Center to the Plainfield community. I am proud to carry on Plainfield's rich tradition of embracing diversity in all its forms.

Success Story - Local Plainfield Business
Mi Buenaventura Restaurant
 
Abraham Ramos and Maria Ramos, owners of Mi Buenaventura Restaurant, Inc., first opened their doors in 1986. Maria used to sell Empanadas and Arepas out of a little corner shop in Colombia, South America. After settling in the US, she decided to open a restaurant which she has been running for the past 28 years. Abraham worked in a plastic factory and after their marriage, left his job to work with Maria. He has been overseeing the restaurant operations since 1987.
 
The restaurant sells a variety of typical Hispanic foods including Empanadas (Beef and Chicken Patties), Carne Asada (Grilled Meat), Pescado Frito (Fried Fish), Arepa (a flatbread made of ground maize dough), and Chicharron (Pork Rind). At first, they thought the business would only attract Plainfield's Hispanic population, but after a year in business their clientele expanded and they began selling to all cultures. Although their expansion was  by word of mouth, they began serving customers from North Jersey to New York City. In 1997 they expanded their menu to include Cazuela de Mariscos (Seafood Stew), Pescado Guisado (Steamed Fish/ Fish Fricasse), and Ceviche de Camaron (Shrimp Cocktail).
 
On March 21, 2015, due to unforeseen circumstances, the business suffered structural damages which caused the restaurant to close and find a new, suitable location.
 
Fortunately, the City of Plainfield, under Mayor Mapp's Administration and the Economic Development staff were determined to maintain "Plainfield Open for Business " mantra. A  partnership has now been formed with the Regional Business Assistance Corporation (RBAC) .  RBAC's financing assistance made it  possible  for Mi Buenaventura to begin the process of reopening their successful business at another location and maintain their employees in Plainfield.  Not only did RBAC assist financially, they also worked in partnership with Kevin Chu of Greater Newark Enterprises Corporation (GNEC) to meet Mi Buenaventura's complete relocation, expansion and upgrade needs.
 
Soon the City of Plainfield will be announcing a Grand Opening date and a Network event at Mi Buenaventura. " I am extremely happy to see the partnership with RBAC and the City of Plainfield Loan Fund Program produce the first loan to benefit  a local small business", said Mayor Mapp.

Free Diabetes Program Offered in Spanish at El Centro Hispanoamericano in Plainfield
Are you living with diabetes or know someone who is? We invite you to attend a six-weeks Diabetes Self-Management Workshop series which will be conducted in SPANISH. Participants will learn about diabetes and its risks; the role of diet and exercise; how to deal with pain, fatigue and depression; how to effectively communicate with healthcare providers; managing medications and much more.

Plainfield Public Schools WELCOME Students to the 2015-16 School Year
The Superintendent of Schools and the Plainfield Board of Education welcome over 9,100 students to our 15 schools for grades k-12; including 1,500 pre-k learners to 17 Pre-School Centers and Schools managed by our Early Childhood Education programs. This year will be the second year our students in grades 6-12 will receive electronic tablets to complete school assignments, access grades, teacher assignments, and actively participate in their studies. Our early learners will also be experimenting with tablets to further their knowledge and prepare them for the future.  Plainfield Public Schools Mission states, "The Plainfield Public Schools, in partnership with its Community, shall do whatever it takes for every student to achieve high academic standards- no alibis, no excuses, no exceptions."  We believe that is our mandate to prepare our students for the next century.

Plainfield High School Student Orientations
Plainfield High School Principal Mr. Willie Worley began his mandate by requiring that all students attend a school Orientation.  He wanted the students to know, even before they walked through the front door the first day of school, his expectations and requirements for a successful school year.  Mr. Worley said he wants the students to be leaders, responsible young adults and civic minded individuals, among many other directives he gave them to prepare them for the opening of school. Mr. Worley who previously worked in the Newark School District, will preside over a 1,500 student body and a professional staff of 125 members, 40% of whom have advanced degrees. Plainfield High School faculty also includes Professional School Counselors, a Child Study Team, a Speech Pathologist, and a full time nurse. The school provides college-level courses through partnerships with Kean and Rutgers University, including a highly recognized sports program, over 25 school clubs, Band, Cheerleading Squad, and Air Force Junior ROTC Program, among many other programs. Mr. Worley has been Principal at Plainfield High School since July 1, 2015.

Van Wyck Brooks Historic District Walking Tour
The Van Wyck Brooks National Register Historic District is the largest and most diverse of the six residential districts and captures within its twelve block radius the full span of the city's and the nation's growth.  

Many generations have lived upon this land, and their story is spread for us to read in the wood, brick, stone and shingle of their homes. Here, French chateaux hobnob with Tuscan villas.  Modest shingle cottages rise beside a Queen Anne townhouse.  Mansard and half-timber Tudor mansions share the block with their restored carriage houses.  A Georgian colonial cedes a portion of its lot to the neighborhood's first split level.  Styles overlap, one upon another, with companionable, and unstudied charm.

The Van Wyck Brooks Walking Tour provides only a brief introduction to the district. You are welcome to start the tour and end where you wish, enjoying the district in its entirety or in a smaller sampling.  The homes described in this self-guided walking tour serve as examples of the handsome assortment of styles to be discovered as your journey into the past unfolds.

Union County Update:  Apply Now for Home Health Aide Training in October
Union County, NJ - As the population ages, the need for trained homecare providers continues to increase. For individuals who are interested in working in the homecare provider field, a comprehensive, state certified Home Health Aide training program is available this fall.

"This statewide training program is a great opportunity for Union County residents to establish their credentials and gain a foothold in a high-demand field," said Freeholder Chairman Mohamed S. Jalloh, "Helping older adults to stay in their homes and connected to their communities is a priority for the Freeholder Board, and a qualified workforce is needed to achieve that goal."

Applicants must be Union County residents 18 years of age, U.S. citizens or otherwise qualified by their immigration status, and proficient in English. They must be able to perform tasks such as helping patients out of bed, giving bed baths, and aiding transfers for those with limited mobility.

Classes will be held from 9:00 a.m. to 4:00 p.m. Mondays through Thursdays during October, and concluding in early November, at Jewish Family Services, 655 Westfield Avenue in Elizabeth.

Upon completion of the training, students will have the knowledge and skills required by the New Jersey State Board of Nursing to become certified home health aides.    

The $75.00 registration fee includes the cost of the textbook and workbook. In addition, there is an $80.00 application fee payable to the New Jersey State Board of Nursing. A passport size photo is required to be attached to the application.

Attendance in the class is contingent upon a pre-training interview in September. Space is limited and applicants should arrange to schedule an interview now by calling Donna Farrell at the Union County Division on Aging and Disability Resource Connection, at 908-527-4858.

New Jersey State Update: New Car Seat Rule for Kids in N.J.
Kids up until age 4 can be rear-facing, and up until age 8 and under a weight limit, must be in a booster.

TRENTON, N.J. (AP) - Parents have new rules to follow when driving with their children in New Jersey.

Child safety seat rules that take effect on Tuesday adhere to American Academy of Pediatrics recommendations.
Children under age 2 and who weigh less than 30 pounds must be secured in a rear-facing seat that is equipped with a five-point harness.
Children between 2 and 4 who weigh up to 40 pounds can be in either a rear-facing or front-facing seat.

Youngsters between 4 and 8 who are less than 57 inches tall must be in a forward-facing seat or a booster seat.
Children between 8 and 17 must wear seat belts.

Senator Cory Booker: Sen. Booker Urges Denial of Applications for Offshore Oil Exploration in Mid-Atlantic

Booker: "Applications under consideration represent a serious threat to the New Jersey's coastal economy and coastal wildlife."

Newark, NJ - U.S. Sen. Cory Booker (D-NJ) has sent a letter to the National Oceanic and Atmospheric Administration (NOAA) Administrator Dr. Kathryn Sullivan urging her to deny four seismic survey applications for oil and gas exploration in the Atlantic Ocean.  Seismic exploration for oil-and-gas is the first step towards potential offshore drilling in the Mid-Atlantic, which represents a significant threat to the environment, the fishing industry, and New Jersey's costal economy. 
 
In the letter, Sen. Booker calls the applications incomplete because they fail to address the cumulative long-range impacts that seismic activity poses to marine life. 
 
"Seismic airgun surveys disrupt foraging and other vital behaviors in endangered whales, dramatically depress catch rates of commercial fish, and can impact a wide range of marine species over extraordinarily large areas of ocean. In March, a group of seventy-five marine scientists, including some of the nation's leading experts in marine biology and bioacoustics, concluded that the seismic airgun activity proposed off the Atlantic coast is likely to have significant, long-lasting, and widespread impacts on the reproduction and survival of marine mammals and other species throughout the region."
 
Booker continued, "The applications under consideration represent a serious threat to New Jersey's coastal economy and coastal wildlife. I respectfully ask that NMFS determine these four applications to be incomplete and inadequate, and deny them in their entirety."

President Obama: White House Renames Mount McKinley as Denali on Eve of Trip
The 20,320-foot mountain - the continent's tallest - was renamed "in recognition of the traditions of Alaska Natives and the strong support of the people of Alaska," the administration said.

WASHINGTON (AP) - The Obama administration will change the name of North America's tallest mountain peak from Mount McKinley to Denali, the White House said Sunday, a major symbolic gesture to Alaska Natives on the eve of President Barack Obama's historic visit to Alaska.
By renaming the peak Denali, an Athabascan word meaning "the high one," Obama waded into a sensitive and decades-old conflict between residents of Alaska and Ohio. Alaskans have informally called the mountain Denali for years, but the federal government recognizes its name invoking the 25th president, William McKinley, who was born in Ohio and assassinated early in his second term.
