The Hispanic cultures of Plainfield make up 40% of our population, adding to the beautiful tapestry of diversity and cultures in our communities. Each year, our great country celebrates National Hispanic Heritage Month from September 15th to October 15th, by recognizing the cultures, histories, and great contributions of American citizens whose heritage originates from Central and South America, Mexico, the Caribbean, and Spain.
In 1968, this annual observance began as Hispanic Heritage Week under President Lyndon Johnson but President Ronald Reagan expanded this in 1988 to become a 30 day period of recognition starting on September 15th and ending on October 15th. This law became official on August 17, 1988.
Important historic dates:
- September 15 is the Anniversary of Independence for Latin American countries Costa Rica, El Salvador, Guatemala, Honduras and Nicaragua
- September 16 and 18 is the Anniversary of Independence for Mexico and Chile
- October 12 is Columbus Day or Día de la Raza, which also falls within this 30 day period

Dear Mayors, Administrators, and Clerks
I am writing to inform you that on September 11 2015, the New Jersey Board of Public Utilities (BPU) granted New Jersey American Water an increase in rates. Since New Jersey American Water's last rate adjustment in May of 2012, the company has spent more than $775 million to replace and upgrade approximately 160 miles of water infrastructure to improve uninterrupted access to high-quality, reliable water service for its customers. During the same period, the company has lowered its operating expenses by more than $19 million. Those cost reductions supported more than $125 million of infrastructure investment with no impact on customers' bills.
The $22 million overall increase will mean that the average customer in your town will see an increase of just $3.15 per month. New rates became effective on September 21.
In addition, I am happy to report that your town's public fire service rates will remain unchanged.
While nobody likes to hear that rates will increase, the long term cost of not performing the necessary work covered by these new rates would be far greater. It is well documented that a safe, reliable water supply is vitally important for communities to thrive. The improvements we make in our systems help ensure water is available when needed. Additionally, repairs made to water mains during an emergency can cost up to ten times more than a planned replacement or rehabilitation. Though emergencies will always occur, our strategic and proactive planning ultimately aims to lessen these occurrences and saves our customers from bearing the brunt of higher costs.
For those who may experience difficulty paying their bill on time, New Jersey American Water offers financial assistance through the H20 Help To Others™ program, and our Low Income Payment Program. These programs are administered through NJ SHARES, a statewide non-profit corporation primarily providing assistance to individuals and families in need of help meeting their energy and utility burden.

The National Resource Center for Healthy Marriage and Families will host a webinar on September 23, 2015 from 1:00 - 2:30 PM. Help Bag Hunger
September is National Hunger Action Month, a time when organizations and businesses across the country help raise awareness and raise donations to help fill the shelves of local food banks.
On Wednesday, September 16, 2015 the Shop Rite of Blue Star hosted a "Help Bag Hunger" event. The City of Plainfield was honored to take part in this event. Mr. Ron West, Director of Administration and Finance and other staff volunteered for this important cause.

Using New Technologies to Help Plainfield Residents
On Tuesday, September 15, 2015, Union County Prosecutor Grace H. Park and Public Affairs and Safety Director, Carl Riley announced that Patrol Officers in Plainfield will be wearing body-worn video cameras by the end of next month. This initiative is part of New Jersey's largest county funded, multi-municipality pilot program of its kind. Taser International will be supplying equipment, installation, and training to the participating departments during the coming weeks. All of Union County's municipal police departments were contacted earlier and Director Carl N. Riley wrote and submitted a compelling commentary expressing an interest in participating in the program.
The Plainfield Police Division is one of Eight departments of the Twenty One Union County Municipalities that has been chosen to participate. Director Riley stated " As the Director of Public Affairs and Safety, I am committed to using all available resources to ensure that officers are professional and prepared to safeguard every citizen. Outfitting supervisors and officers of the Patrol Bureau and Traffic Bureau with body worn cameras will be vital to continuing the progress of the Police Division. There are countless instances across the country where statistics show that use of force incidents and citizen complaints decrease when the Police Department is outfitted with body worn cameras. Ultimately this will enhance trust and build better community relations between the public and police."

MR. RICHARD WYATT JOINS PLAINFIELD BOARD OF EDUCATION
The Plainfield Board of Education welcomes new member, Mr. Richard Wyatt. Mr. Wyatt, is Assistant Assessor, for the Tax Assessor for the City of Plainfield, the office that is responsible for the fair assessment of all real property in Plainfield, in order that the tax burden may be equally distributed. Mr. Wyatt is also co-founder of the civic organization, "Calling on 100 men!" The organization, in partnership with the Plainfield Public School District, that was responsible for bringing over 100 men, in their business suits, to shake the hands of Plainfield High School students as they entered the school on their first day of class, September 3, 2015. The goal was to let students know the community supports them and wants them to be successful during the school year.
PLAINFIELD HIGH SCHOOL STUDENTS EARN COLLEGE CREDITS VIA RUTGERS UPWARD BOUND PROGRAM
Plainfield Public School students can begin earning college credits, as early as the ninth grade, via the Upward Bound program offered by Rutgers University, to Plainfield Public School high school students. Students can enroll in the year-round college preparation programs, that offer them exciting ways to earn college credits, individual tutoring and advice, visits to colleges, and an opportunity to earn scholarships, grants and stipends. Students interested in the sciences may join Upward Bound Math-Science Program. The parents participation is requested at key events. To participate students must fill out an online application at access.rutgers.edu. The application deadline is December 18, 2015. Students are urged to sign up now!

PLAINFIELD JOURNALISM STUDENTS PARTICIPATE IN ONLINE MEDIA EDUCATION
Plainfield High School students are participating in the Gannett Media Education program that offers students and faculty free access to newspapers online. The program provides access to local newspapers via the e-Newspaper at no cost to the school. Journalism Teacher, Sebastian Hill, is participating in the program with his class and is providing his students with up-to date, current instruction, while incorporating innovative learning strategies to improve their literacy and critical thinking skills.

What goes in to calculating gas prices?
There's the price of crude oil and the cost of refining it into gas, but other factors go into the final price that drivers pay at the pump.
There are four things that make up the gas and diesel fuel price that drivers pay at the pump, according to the federal
Energy Information Administration.
In July, which was the most recent break down from the EIA, the price of crude oil makes up almost half of the per-gallon price. It's also the most volatile, because it is traded on commodities markets. You can see how the price for a barrel of crude oil changes each trading day.
