Over the last 18 months the Town of Westlake has been working on reviewing and updating its 1992 Comprehensive Plan (Comp Plan).  A Comp Plan is a “blue print” to guide the Town’s development and growth over the next several years (to 2040).  This Comp Plan process has involved soliciting input from the entire community (residents and our businesses) at several widely advertised public input meetings.

The Comp Plan review process included examination of the Town’s land uses and zoning.  This in turn required that we study the projected traffic these land uses and zoning could create and provide recommendations for a thoroughfare plan (T-Fare Plan) that could handle the large traffic volume that could result from development under current zoning.  The goal for a T-Fare Plan is to provide for adequate mobility throughout the Town as it develops over the next several years.

At the public input meetings for the Comp Plan Update, we received feedback from attendees that they did not want to increase traffic on two lane Dove Road east of FM 1938 (Davis Blvd) over its present volumes so it would not have to be widened. 

This expressed community input to not widen Dove Road east of FM 1938 resulted in the recommendation to show on the proposed T-Fare Plan a connection of Dove Road to Solana Boulevard.  Also, it’s important to remember, that a T-Fare Plan shows general roadway locations and points of connection.  Actual road alignments are not determined until the development process for a particular tract of land begins to occur and preliminary engineering is begun.

Town Staff has had several inquiries about this recommendation.  The Comp Plan review process is not yet complete, it is a proposal. Likewise, what is recommended in the T-Fare Plan is proposed, and not yet adopted.  The Town Council will hold a public hearing on the Comp Plan on February 23, 2015 at 6:30pm.  At this hearing, Staff plans to present for the Town Council’s consideration the following ideas as it pertains to the proposed T-Fare Plan and specifically East Dove Road:
  • The dashed line indicating the Dove Road to Solana extension should be shown more centered between Granada and Glenwyck Farms, even though the actual routing and design of the road, or if it will ever be needed, is not yet determined.  (See attached Master Thoroughfare Plan exhibit below)
  • Keep two options available regarding Dove Road.  Leave the eastern portion of Dove Road on the Thoroughfare Plan as it is today and add the Dove Road to Solana extension, designating both roadways as Special Consideration Roadways.  Meaning that it is recognized that widening Dove Road or extending Dove Road to Solana, both have the potential to be perceived by neighboring property owners as having a negative impact on their properties and whenever   traffic increases to the point of causing the intersections to operate at a service level of “D” or below, the two options can be studied, roadway designs and possible routing can be determined, and public input can be sought, so the most desirable alternative can be implemented at that time.
