The short answer is that the owner of the equipment takes on the liability of the  equipment, according to NFPA 70E But the decision to work energized or de-energized may depend upon the contractor’s electrical safety program (ESP). Using a contractor is no defense for inadequate safety.  Ignorance is no defense for inadequate safety.  A qualified contractor is the key, but most companies do not know how to select one.  If you have a large company and do not have qualified electrical workers to assess your contractors, hire a quality safety company to evaluate, audit and approve some contractors you can choose from.  This is a good way to maintain safety in a plant, warehouse or any facility when you don’t have internal electrical safety expertise. The 29-year-old employee of electrical contractor Holmes E & M Services was installing a power monitoring module when someone drilled into the back side of the cubicle he was working in. Napo, a computer-generated character who brings “safety with a smile,” is the creation of a group of EU occupational safety and health professionals who want to spread their safety message across cultures through film.  In a new film released by EU-OSHA, "Napo in...Shocking Situations," Napo is a typical employee who may be careless in his work habits.  For example, after he vacuums a dirty floor, he unsafely unplugs the cord. In another film, he trips on a tangled cord that two co-workers left out on the work floor.
