Dear ABA Members, 

 

For the last 5 months the ABA and other stakeholders have been working toward the introduction of TPT reform legislation.  We have worked closely with other industry allies, including the Department of Revenue, the League of Cities, the Arizona Tax Research Association, elected officials and the Construction Financial Management Association (CFMA).  


 

As a result of those efforts we have asked the Legislature to introduce SB 1446 and HB 2590.  These are identical bills.

Please distribute this information to all interested parties in your company and to others with whom to do business. 


 

The purpose of SB 1446 and HB 2590 is to clarify glaring problems created by prior reform efforts.  We have concentrated on creating a tax structure that is better defined and more closely connected to how the construction industry actually works.  There is universal consensus among all of the parties involved that this is an interim step in the process to further reform, including the ultimate repeal of the prime contracting category.
