From Our Town Planning to New Plans Unveiled

For the last few months, we've watched the steady progress of the creation of Rocky Mountain Institute's new Innovation Center on the riverfront parcel that runs between Two Rivers Road and the Roaring Fork River in Basalt. Last November, the nonprofit Roaring Fork Community Development Corporation, owners of 2.6 acres closer to Midland Avenue, announced an agreement with Lowe Enterprises to consider options for the property. Lowe, a diversified national real estate development firm, built and operates The Gant Condominiums in Aspen, and has six properties in Snowmass Village.

At the time, Lowe's president, James DeFrancia, described a vision of a boutique hotel, residential condominiums and permanent residences. Mr. DeFrancia followed closely Basalt's Our Town Planning process and work of the citizen-led Downtown Area Advisory Committee (DAAC), then his team got to work on creating a plan. Last month, he told Aspen Public Radio:

"We think the combination of residences and the hotel property accomplishes what the Town seems to see
as its desired strategic goal of bringing life, vitality and people to downtown Basalt."

The vision includes a modestly-sized 60-room "boutique" hotel and 52 condominiums, 40 of which will be permanent residences. Mr. DeFrancia voiced an interest in maintaining open space, public access and visuals to the river, consistent with recommendations by the DAAC.  It is early in the planning stage and the developer now seeks input from the community.

Next week Lowe Enterprises will hold a series of informational meetings for the Town of Basalt and its residents:
  • Tuesday, March 10, beginning around 6:30pm - Presentation to the Basalt Town Council
  • Thursday, March 12, 4:30-6:30pm - Public Open House, Town Hall
Those interested in learning more and asking questions are invited to join the public meeting and view the conceptional drawings. If the project progresses, a pre-application agreement and formal application will be presented to the Town and additional meetings will follow.

The proposed hotel is one possible component in a larger plan mapped out over the last year through Town planning and citizen engagement. In preparation for the meetings, residents are invited to look at information provided on the Our Town Planning website, and review notes from the DAAC Meetings and their final recommendations.
