APSE Policy Update: WIOA Implementation

The Advisory Committee on Increasing Competitive Integrated Employment for Individuals with Disabilities, created by the Workforce Innovation and Opportunity Act, held its second meeting this week on March 23-24.  The Committee heard from a panel on mental health services, received updates on recent CMS guidance, convened the subcommittees established in the first meeting, and reviewed the FLSA 14 (c) program.  The second day covered a cross systems state perspective of a successful model being used to increase competitive employment opportunities for individuals with disabilities.  The committee also discussed education through an overview of transition with a focus on IDEA transitioning from K-12 to postsecondary education and employment. David Mank from Indiana University chairs the committee.

The National Council on Disability (NCD), an independent federal agency, in a cooperative agreement with the National Association of State Directors of Developmental Disabilities Services (NASDDDS), released "Home and Community-Based Services: Creating Systems for Success at Home, at Work and in the Community" online Tuesday, February 24, 2015. Federal Partners in Transition (FPT) Releases 2020 Federal Youth Transition Plan

 

The Federal Partners in Transition (FPT) has released the 2020 Federal Youth Transition Plan: A Federal Interagency Strategy. This report outlines how FPT will enhance interagency coordination through the identification of compatible outcome goals and policy priorities, ultimately leading to improved outcomes for youth with disabilities by 2020. The Federal Partners in Transition is a workgroup with representatives of several federal agencies, including the Department of Education, the Department of Health and Human Services, the Department of Labor, and the Social Security Administration, which are involved in promoting inclusive service delivery for transitioning youth with disabilities from school into postsecondary education, the workforce, and independent living.   Read plan 
Opportunities for Candidates with Disabilities through USBLN Program

This innovative program focuses on helping companies hire and fully include individuals with disabilities in their work forces. Opportunities include both employment and internships. 
APSE to Hold Webinar on WIOA and It's Impact on Employment First

 

Join APSE on Tues, April 28, 2-4 pm for a live webinar, WIOA: What it Means for Employment First

Signed into law last year, the WIOA is designed to improve employment outcomes for people with disablities. Led by David Hoff, Program Director at the Institute for Community Inclusion at the University of Massachusetts Boston, the webinar will provide an overview and update on the act, and explore how the law will affect Employment First. Hoff will also examine the new requirements for the public vocational rehabilitation and general workforce systems, and  engagement and advocacy strategies.
