The Architects, Engineers & Surveyors Legislative Committee is hitting the ground running by hosting a Legislative Meet & Greet, with Western Michigan legislators, at URS in Grand Rapids this Friday (8:30 - 10:00 a.m.) This is the perfect opportunity to renew relationships with returning legislators and educate the new. We still have many legislative priorities to be addressed and these face to face meetings are crucial to creating a rapport with these decision makers. Download the registration PDF form here.

Some updates and events to look forward to:
AIA National launched a national public awareness campaign on December 12. Follow AIA on Twitter at @AIAnational to watch the launch and retweet the video. The theme of the campaign is "Look Up" and you need to use the hashtag #ilookup on social media so the campaign can capitalize on the social influence of CACE.
Registration will be open in January for the AIA National Convention hotel room, (May 14-16) in Atlanta using the AIA Michigan room block! The AIA Michigan hotel choice for the Convention is the Atlanta Marriott Marquis. Click HERE for the 2015 Convention Website.

ARCHITECT'S POLITICAL ACTION COMMITTEE
In 2012, the AIA Michigan Board approved the establishment of a separate Architect's Political Action Committee to provide financial support to those Michigan lawmakers that support legislation beneficial to Michigan Architects. APAC takes a non-partisan approach: we support Democrats, Republicans and Independents who have demonstrated their support for our goals and objectives. The APAC By-Laws require that we focus on state elections only- not local or national elections. This is because state law affects the practice of architecture, not local laws.
A key goal of APAC is to be responsive to campaign funding requests that come in from state legislature candidates. APAC financially supported 18 legislative election campaigns in 2013 and 10 campaigns in 2014. Donations to state legislator campaigns were typically $250. APAC spent a total of $8,500 in the last two year to support friends of Michigan Architects.

Save the Date for Legislative Meet and Greet

Dear AIAMI Members;
While the government affairs committee has worked to build relationships with legislators, nothing can replace one on one contact with constituents. As you know, Michigan will seat a new legislature in 2015, and in addition to returning legislators there will be a number of new faces as well.
Relationships between legislators and their constituent members is critical to the success of government affairs. To kick the 2015 / 2016 session off, we have planned a number of legislative "meet and greet" sessions throughout the state as follows;
January 9, 2015; West Michigan, URS Office
From 8:30a - 10:00a
January 23, 2015; Oakland County, offices of Harley Ellis, Southfield
February 13, 2105; Wayne County, Location TBD
February 27, 2015; Macomb County, offices of AEW
These events will take a few hours out of your morning on the specified day. Please select the location where your legislator lives and mark your calendars. More information will be forthcoming, but please make it a point to save the date for these important events. Enjoy a continental breakfast, shake hands with your legislator, and help the government affairs committee kick of the legislative session on a high note.

QBS Government Affairs Issue
|
You may have heard the term "QBS", which is an acronym for "Qualification Based Selection". In short, it is a method for selecting design professionals that relies heavily on the qualifications of the firm as opposed to focusing solely on the fee. While private owners of course remain absolutely free to follow whatever selection process they wish, including an exclusive focus on the fees, units of government are often required to factor in additional criteria beyond fee. Indeed, the State of Michigan already employs a form of QBS where firms are shortlisted and ranked based on qualifications and the State thereafter negotiates with the listed firms to try and reach an agreement. At that point the negotiations do include reference to fees along with other factors, and if the State is unable to come to an agreement with the firm ranked the highest based on qualifications, it moves on the next highest ranked firm and so on.
Right now that selection criteria applies only to the State and projects the State undertakes directly. Our AESLC partners are proposing that we pursue legislation that would require that approach be employed by all units of government, including local municipalities, townships, and school districts. Since Government Affairs serves AIAMI membership, we seek your input on the direction you believe we should take when formulating policy for this proposed legislation. Government Affairs - Call for Issues

The current legislative session will end at the end of this year. At that time, any legislation left undone will be voided and the new legislature will begin the 2015 - 2016 legislative session with an entirely clean slate.
While we do have a few pieces of legislation that we plan to re-introduce for the new session, and while there are a few pieces of legislation that we expect will re-appear in the new session on which we will take a position on behalf of AIAMI, we also wish to be and remain sensitive to those issues members believe are important. Therefore, if you have thoughts, views, or comments as to issues you believe should be addressed, please feel free to share them with us. The legislative process works on the basis of 2 year cycles, and the best chance of seeing something shepherded through the process occurs if the legislation is introduced early in the session. Therefore, since January 1, 2015 begins a new legislative session, comments are particularly significant now.

Opportunity to Tell the World
Did you ever wish you could tell the world how you feel about Architecture and its influence on our lives? AIA Michigan is actively developing a library of Position Papers for publication, education and public awareness. The overall intent of Position Paper program is to create a library of prepared statements and to respond to 'one-off' issues as they arise.
Theo Pappas, AIA has written the inagural article in the program which was carried in the November 24th issue of Crain's Detroit Business. Theo shared his perspective with the world on Detroit's Public Transportation in the context of the current construction of the M-1 Rail. Dennis King, FAIA, has authored an article on Why Design Matters, which is scheduled to be included in the January 2015 issue of CAM Magazine. Nominally six additional papers are in the pipeline on subjects including Green Health, Placemaking, Qualification Based Selection (QBS), Unlicensed Architecture and Life Safety.
AIA Michigan supports the authors with graphic support, proofreading, editorial review comments, and distribution to the media. Authors, all architects, are recognized in the bi-line and given considerable freedom to express their position in a creative and compelling text. The papers are typically between 500 and 1,000 words. Efforts are underway to integrate the position papers into the AIA Michigan website and social media.
