Welcome to the June 2013 issue of the EPN Consulting Newsletter. We would like to share with you the exciting news that over 2,000 selected professionals in Europe are now receiving this newsletter every month. This month we are a bit late on the web, therefore we limit this editorial to three important pieces of information. On 13 May 2013 the new ECO-INNOVATION call was launched and the European Info Day was held in Brussels on 27 May 2013. With 31.5 Million Euros it supports Eco-innovative projects in different sectors which aim at the prevention or reduction of environmental impacts or which contribute to the optimal use of resources. However, more specific priorities are being set up considering their important environmental impact and policy priorities of the European Union: i) Materials Recycling, ii) Sustainable Building Products, iii) Food and Drink Sector, iv) Water, v) Greening businesses. Proposals will be funded up to 50% of eligible costs and must be submitted by the 05 Sept 2013. More information available here. On 14 May 2013 it was published an important EC Communication on the MARCO POLO programme - Results and outlook. From 24 to 28 June 2013 the EUROPEAN SUSTAINABLE ENERGY WEEK will take place. The EU Sustainable Energy Week (EUSEW), an initiative of the European Commission, first took place in 2006. Today, it is coordinated by the Executive Agency for Competitiveness and Innovation (EACI), in close cooperation with the European Commission's Directorate-General for Energy. The EU Sustainable Energy Week showcases activities dedicated to Energy Efficiency and Renewable Energy Solutions. It is designed to spread best practices, inspire new ideas and build alliances to help meet the EU's energy and climate goals. More information available here.

Action Plan for the Atlantic Ocean Area
 Brussels, 13 May 2013 - The Action Plan contains four overarching priorities: - Promote entrepreneurship and innovation;
-
Protect, secure and enhance the marine and coastal environment;
- Improve accessibility and connectivity;
- Create a socially inclusive and sustainable model of regional development;
Each of these priorities contain a number of specific ideas, ranging from research cooperation, to investment in infrastructure and cooperation mechanisms - which Member States are invited to implement using EU funds, funding from the European Investment Bank (EIB) and private sector involvement in the period 2014-2020. The plan is part of a so-called "sea-basin strategy", the Atlantic Strategy, in which countries and regions around a shared sea space work together. This means that the countries (Spain, Portugal, France, Ireland and the United Kingdom) and their regions are in the driving seat. The Commission organised five regional workshops which brought together all the regions at the Atlantic coast, with civil society and industry also participating, to discuss common challenges and come up with new ideas. SMART CITIES - The EC supports their development
 Brussels, 14 May 2013 - Vice Presidents Kallas and Kroes and Commissioner Oettinger hosted the first High Level meeting of the European Innovation Partnership (EIP) "Smart Cities and Communities". The challenges that cities and communities face in the quest for sustainability and quality of life are increasingly significant. The EIP plans to support wide-scale deployment of innovative technologies in the areas of mobility management, energy generation, distribution and consumption, and information and communication technologies For instance, road congestion costs Europe about 1% of its GDP every year, and traffic jams are mostly located in urban areas. The deployment of ICT to better manage the flow of urban traffic or to facilitate the use of public transport would alleviate the problem. Another example is the construction sector, which has the highest energy consumption in the EU (about 40%), and is the main contributor to GHG emissions. Better ICT-enabled management could mean up to 15% savings in energy consumption and 15% peak load reductions, resulting in up to 20% CO2 reduction. More information available here.

ROAD TRANSPORT - The EC speeds up the roll-out of information services for motorists
 Brussels, 15 May 2013 - The European Commission adopted two regulations to promote the roll-out of 'Intelligent Information Services', such as real-time warnings about dangerous road conditions ahead and information on safe and secure parking places for truck drivers. They can be provided through different means such as variable road signs, the radio and mobile phone applications The Commission wants these information services to be interoperable and compatible across Europe, and available to as many drivers as possible along the trans-European road network. Commission Vice-President Siim Kallas, responsible for Transport, said: "Smart systems are already part of most citizens' daily life. Timely and accurate information can help us enhance road safety and security as well as transport efficiency". More information available here.

SEA TRANSPORT - The EC proposes upgrade for 300 key Seaports
 Brussels, 23 May 2013 - The European Commission launched a new initiative to improve port operations and onward transport connections at 319 key seaports along Europe's coastline. The guidelines and legal changes being proposed will help port operators upgrade their services and facilities as well as giving them more financial autonomy 74% of the goods entering or leaving Europe go by sea, but one fifth of that amount currently passes through just three ports: Rotterdam, Hamburg and Antwerp. This imbalance between port performance results in congestion and extra costs for shippers, transport operators and consumers. The new proposals could save the European economy up to €10 billion by 2030 and help develop new short sea links. Vice-President Siim Kallas, European Commissioner for mobility and transport, said: "Our seaports are vital gateways, linking our transport corridors to the rest of the world. We already have some of the finest port facilities in the world. We need to keep them. But we are facing major challenges in terms of congestion, traffic growth and investment. More of our ports need to reach these high standards. The proposals today will bring Europe's port services into the 21st century, help attract investment and create jobs where they are most needed". FUNDING - The EC moves to strengthen EIB lending outside the EU over the next 7 years
 Brussels, 23 May 2013 - The European Commission adopted a proposal on financing operations in support of investment projects outside the EU by the European Investment Bank (EIB), on the basis of an EU budgetary guarantee.
The proposal streamlines the objectives of EIB financing and provides for more focused resources to tackle climate change and to support the pre-accession partners and the EU's southern and eastern neighbours. The new legislation covers the period 2014-2020 and is expected to be adopted in the coming year.
Olli Rehn, European Commission Vice President for Economic and Monetary Affairs and the Euro, said: "This proposal is about ensuring the EIB is fully able to support the EU's international goals over the coming seven years. In particular, we want the EIB to play an important role in the global fight against climate change and in supporting the economic development of countries aiming to join the EU and of our southern and eastern neighbours".More information available here.

New TEN-T - The EC welcomes "historic agreement"
 Brussels, 30 May 2013 - The agreement establishes a core transport network to be established by 2030 to act as the backbone for transportation within the Single Market. Transport financing under the Connecting Europe Facility (for the period 2014-2020) will also focus on this core transport network, filling in cross-border missing links, removing bottlenecks and making the network smarter. The new core TEN-T network will be supported by a comprehensive network of routes, feeding into the core network at regional and national level. This will largely be financed by Member States, with some EU transport and regional funding possibilities, including with new innovative financing instruments. The aim is to ensure that progressively, and by 2050, the great majority of Europe's citizens and businesses will be no more than 30 minutes' travel time from this comprehensive network. Taken as a whole, the new transport network will deliver: This agreement, reached in trialogue negotiations between the European Parliament, Council and European Commission, must be formally approved by the European Parliament Plenary and Council. Air Quality - Putting Clean Air Laws into Practice
 Brussels, 06 June 2013 - Air-related legislation in the EU aims to protect human health and the environment from pollution. But this legislation is not always fully implemented. Bridging this gap is the subject of a new publication from the European Environment Agency (EEA). The report is the result of collaboration between the EEA, the European Commission and 12 cities which participated in the Air Implementation Pilot project: Antwerp (Belgium), Berlin (Germany), Dublin (Ireland), Madrid (Spain), Malm� (Sweden), Milan (Italy), Paris (France), Ploiesti (Romania), Plovdiv (Bulgaria), Prague (Czech Republic), Vienna (Austria), and Vilnius (Lithuania). Rail Transport - The Council reaches agreement on Rail Inter-operability
 Brussels, 10 June 2013 - The European Commission welcomes the progress achieved in the Transport Council today to enhance the quality and efficiency of Europe-wide rail services by removing remaining technical obstacles. Following the proposal of the Commission for the recast of the interoperability directive, the Transport Council adopted a "general approach" on new rules which will introduce a single European authorisation for placing railway vehicles on the EU market, and will reinforce the central role of the European Railway Agency.The Commission's proposal for the recast of the interoperability directive is part of the Fourth Railway Package adopted by the Commission on 30 Jan 2013. The directive on rail interoperability is focused on the removal of remaining administrative and technical barriers, in particular by establishing a common approach to safety and interoperability rules. This will contribute to increased economies of scale for railway undertakings active across the EU, decrease administrative costs, accelerate administrative procedures and avoid discrimination. The Commission proposal on the recast directive on rail interoperability received a broad support from industry and stakeholders' organisations. More information available here.

The Website of the Month: EUROSTAT
This month we have chosen EUROSTAT that all of us have heard of many times but few know all services and publications available.
EUROSTAT is the statistical office of the European Union situated in Luxembourg. Its task is to provide the European Union with statistics at European level that enable comparisons between countries and regions.
This is a key task. Democratic societies do not function properly without a solid basis of reliable and objective statistics. On one hand, decision-makers at EU level, in Member States, in local government and in business need statistics to make those decisions. On the other hand, the public and media need statistics for an accurate picture of contemporary society and to evaluate the performance of politicians and others. Of course, national statistics are still important for national purposes in Member States whereas EU statistics are essential for decisions and evaluation at European level.
